Under the authority of the Director of Operations, the responsibilities of the position of the Manager of Municipal Public Works Services are to ensure the direction of all functions of the municipal public works division.

The manager of this department must ensure the optimal management of the human, material and financial resources placed at his disposal.

He/she is responsible for ensuring the regular and preventative maintenance of the road network, lighting network, signage, parks and playgrounds, and all buildings and equipment owned or under the responsibility of the Municipality. He shall plan, control, or carry out construction work and direct projects in accordance with the plans and specifications.

Include the following:

  • Collaborate in the preparation of tender documents.
  • Ensure the control and compliance of the work performed while reporting periodically.
  • Evaluate and make recommendations on road repair priorities, plan development and maintenance projects
  • Conduct construction and maintenance estimates.
  • Manage the department’s human resources.
  • Project manage and supervise all regular maintenance work on infrastructures.
  • Plan the annual (general) and weekly (specific) calendar of tasks to be done by the department and ensure its follow-ups.
  • Ensure compliance with health and safety standards of work sites
  • Participate in the development and management of contracts.
  • Ensure the follow-up of complaints related to the Public Works Department.


As a future member of the management team, you are a natural collaborator that promotes teamwork and good working relationships with all stakeholders. You have strong technical skills in municipal/civil engineering, as well as excellent interpersonal and communication skills.

Ideally you are fluent in both official languages, with experience from the private sector or the public/municipal sector. You are an accredited professional in Canada with a post-secondary diploma as well as relevant experience in civil/municipal engineering and personnel management.

You have a well-deserved reputation for finding solutions to sometimes complex problems. You have experience working in a unionized environment and your experience allows you to manage effectively and with confidence. You have the ability to communicate information in a clear and concise manner, confidently present reports and make recommendations based on in-depth analysis and reliable risk assessment. You are efficient and can work both strategically and practically and recognize opportunities for improvement. Analytical and detail-oriented, you are a planner and a champion of occupational health and safety.

Your leadership style is inclusive, and you inspire your teams to reach new heights of dedication, and continuous improvement. You have a solid technical knowledge of the full range of functions required by municipal public works.

Knowledgeable, and detail-oriented, you have excellent analytical, problem-solving, and decision-making skills. You have personal values and a strong work ethic. You earn the respect of your internal and external colleagues by encouraging their contributions and by remaining flexible and open-minded.
