One of our government clients is looking for an Organizational Change Manager (Radio Network and Public Sector Exp) Length: Contract term is 1 year with a possibility of extension Location: Toronto, ON Description The Government Mobile Communications Branch is in the process of proceeding with a multivendor procurement strategy for a new public safety radio network.

This new network is required to sustain the delivery of public safety radio services to front line emergency responders for the benefit of their safety and the safety of citizens and visitors to Ontario.

The Public Safety Radio Network is utilized by:
– The Ontario Provincial Police,
– Ministry of Community Safety and Correctional Services (Adult Corrections)
– Ministry of Children and Youth Services (Youth Facilities)
– Ministry of Health and Long Term Care
– Emergency Medical Services (paramedics)
– -Ministry of Natural Resources and Forestry
– Aviation, Forest Firefighting and Emergency Services (AFFES)
– Ontario Parks
– Ministry of Natural Resources and Forestry
– Enforcement
– Ministry of Transportation
– Provincial Highway Management
– Ministry of Transportation
– Carrier Safety and Enforcement
– Ministry of Environment
– Ministry of Finance This is in support of a new province-wide shared radio communications infrastructure for emergency services/public safety that will be used by Ontario Government ministries and the Broader Public Sector Edit Description Responsibilities There is immediate and critical need for a Project Manager to provide strategic leadership to develop and implement the overall integrated project plan that will deliver the Communications & Training Stream deliverables for the Public Safety Radio Network program initiative.

The Communications & Training Stream Project Lead will: a.

Provide oversight and leadership to the overall Communications and Training Stream to ensure the successful implementation of the Public Safety Radio Network b.

Develop and manage the organizational change management communications strategy and approach c.

Identify and manage critical interdependencies related to key transformational changes and communications d.

Develop and deliver executive communications, regularly presenting to senior and executive management e.

Provide guidance and support to all sub-project leads and project managers f.

Integrate all sub-project plans to ensure the approach and timelines are aligned across the various stream plans including vendor implementation plans g.

Oversee internal resources and third parties/vendors for the flawless execution of the Stream deliverables h.

Manage escalations related to overall stream project plan i.

Create and manage Program scorecards with presentation to Project Review Committee team members j.

Manage risks and issues related to the stream Must Haves
– 10 Years of Organizational Change Management experience Assets
– Public Sector Experience Skills, Knowledge and Qualifications
– Senior executive experience leading high profile, transformational enterprise-wide government I&IT initiatives
– Knowledge and experience in organizational change management and understanding the implications on an effective communications plan
– Proven ability to drive change through effective change management, communications management, and project management
– Experience delivering enterprise-wide organizational transformation strategies and plans
– Experience managing and providing oversight on large-scale, complex, integrated I&IT projects
– Planning, oversight and operations for government telecommunication and radio systems
– Experience managing executive relationships and dealing with senior executives across multiple organizations
– Experience with Ontario Government I&IT standards and best practices in project management
– Excellent verbal and written communication skills;
– Highly developed interpersonal and negotiation skills at a senior executive level
– A team player with a track record for meeting deadlines Evaluation Criteria Transformation, Communication and Organizational Change Project Management
– 30% Experience leading and providing oversight on large-scale I&IT transformation initiatives , Extensive competency in delivering large, complex, multi-year government programs and projects that impact several organizations, developing and implementing large-scale, complex, integrated project, change and communications plans, Demonstrated experience in organizational change management leadership, Experience developing business strategies and plans to achieve strategic outcomes, Experience monitoring and reporting on risks and issues at senior executive levels, Demonstrated experience effectively managing and providing oversight on large budgets to ensure a high level of fiscal control and accountability Relationship Management
– 20% Experience managing executive relationships and dealing with senior executives across multiple government organizations, ministries or agencie, building relationships with 3rd party vendors and effectively managing and reporting to governance, Leadership skills to align activities across several project streams and organizations, Experience providing guidance and advice to senior executives for strategic decision-making , Experience managing large, diverse, dispersed teams in an integrated fashion to achieve outcomes Telecommunications and radio network experience in a large public sector entity
– 20 % Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder and multiple levels of public sector executive stakeholder project team, experience with public sector ITSM and ITIL processes and policies, ability and demonstrated experience developing mutually beneficial relationships with public sector entities.
