Senior Consultant-Claims Manager Lead

Job Description

Turner & Townsend Canada is GROWING! We are looking to hire a Senior Consultant-Claims Manager Lead to be part of a team on a major Infrastructure and Rail Program in Toronto.

The primary responsibility will be for examining, analysing, and negotiating claims. The Claims Manager may report directly to either the Project Director and Commercial Manager or Cost Manager and will be expected to support all aspects of claims management on this major Infrastructure and Rail project.

Job Responsibilities:

·Drives the Cost Management functions within assigned PMO, providing a robust commercial conscious and acumen

·Maintain processes and procedures for procurement and Contracts on the program and with respect to any identified capital projects

·Work with change control tools, including trend and change registers, procurement tracking, etc

·Work with delivery team project controls functions (specifically, but not limited to Cost and Commercial Management teams), project management and engineers to identify record and process requisitions, PO’s, contracts and claims in timely manner

·Generate updates to contracts, PO, registers

·Work with procurement managers, project managers and engineers to ensure all procurement are included in cost and schedule forecast

·Report and analyze project data

·Support development of contract activities for development and implementation of contracting strategy

·Respond to ad hoc requests for data and tools

·Taking a lead role in the claims management function interfacing with the client and other consultants, at all project stages

·Review and validate claims prepared by contractors

·Provide support to the post contract change management assessment process

·Identifying and acting upon opportunities to improve claims management procedures, templates and products and hence improve the service provided to clients

·Assisting in research related to construction market conditions throughout Canada, including analysis of official published data as it pertains to commission requirements

·Knowledge management – Ensuring that key information and learning generated from each commission is inputted into internal databases and shared

·Quality Control – Ensuring compliance with quality standards and participation in ISO audits

·Staff management – Inputting into the formal management of the estimating team, to include 1st round recruitment interviews, input into resource management

EXPERIENCE:

·Experience at delivering claims management functions within large infrastructure and Rail projects

·Experience in leading claims management functions is advantageous

·Highly developed understanding of contract law, and very experienced in construction claims management

·Skilled in the preparation, assessment, (and defence) of construction delay claims, productivity claims, claims arising from acceleration, and extensions of time

·Skilled in arbitration and dispute resolution support services, including researching/ collating and analysis of data, preparation & drafting of associated support narratives, graphics and report documentation

·Forensic delay analysis experience

·A deep understanding of contracting strategies and forms of contract (standard and bespoke) including lump sum, unit rate, cost reimbursable combined with an excellent understanding of the entire construction process from project initial to substantial completion and close out

·Proficiency in computer applications (Excel, Word and PowerPoint), business and industry analysis, financial analysis, supplier selection and management, contract negotiations, conflict management, decision making, strategic thinking

·Demonstrated ability to lead negotiations in respect to price, rates, details, contract terms and conditions

·A well-developed understanding of civil and transit infrastructure projects

·A thorough understanding of the characteristics of potential claims to projects over a project life cycle

·A robust understanding of budget and schedule risks over a complex civils and/or an infrastructure project life cycle

·An understanding of the risk allocation strategies on traditional and public private participation / alternative finance procurement projects

·Experience of working within the consultancy sector

·Well-developed analytical, oral and written communication skills

EDUCATION/QUALIFICATIONS:

·A minimum of 10 years of relevant experience working as a claims manager

·A recognized relevant university degree

·Membership in relevant professional organizations is preferable
